The research is carried out looking at the current situation of ICT in the teaching-learning process at Ecuadorian public university of Cotopaxi province, Ecuador. Principals interviews and student and teacher surveys were conducted at the three campuses, La Matriz, Salache and La Mana, the results show that ICT resources are important to improve the quality of education of this higher education institution. Research Interviews are conducted with managers of the Universidad y Technical of Cotopaxi and surveys of students and teachers. The results show that ICT resources are used in teaching-learning process, but their use is very limited, mainly motivated by the lack of training of teachers and insufficient technology. The managers and teachers agree that it is necessary to use ICT to increase the quality of educational processes and therefore develop training actions in order to develop the skills and abilities of students, teachers and managers involved in the process of teaching and learning.
